Is Apache Solr on any of the servers or can it be installed? I would like to use the Apache Solr Drupal Module http://drupal.org/project/apachesolr but need the extensions.

Can I install Apache Solr on a VPS? Would it conflict with H-Sphere? I didn't see much about in the H-Sphere docs...

It should be possible to install it on a VPS and it shouldn't conflict with hsphere's management as it's a separate item and not replacing any of hsphere. It does require java/tomcat, however.

The module comes with schema.xml and solrconfig.xml files which must be used in your Solr installation in order to get the module to work correctly.
